It's a reimagining of Apple's idea, fully supported by Google, with a push to develop Progressive Web Apps.
The sole purpose is to provide a consistent and smooth experience for all users during onboarding across all platforms. The apps are designed from the end user's perspective to be accessible to anyone via a web browser or mobile device.
